To mangle a phrase: humans often do something because they 'can' without asking whether they 'should'.
Both 'outer space' and 'under water' are of interest to us curious latter-day-apes. But until we successfully navigate 'inner space' I'm not sure either is advisable as frankly I'm not sure we as a species are mature enough yet. I'm hopeful that we will mature as there are many humans who have reached... INEQUITY {footnote:#}The term “equity” refers to fairness and justice and is distinguished from equality: Whereas equality means providing the same to all, equity means recognizing that we do not all start from the same place and must acknowledge and make adjustments to imbalances.
