It sounds like you want an option for Limit to 0 Posts.

Setting the number of existing submissions shown to zero would just not-display any existing (or new) submissions. However, that can already be done, in effect: "Invalid Post"  

Note that out of consideration for the viewer, a setting that prevented additional submissions would probably be connected to whether the Submissions area was displayed or not -- less likely that the Submissions area would be displayed normally but return an error if someone tried to use it. Whether such a setting would display existing submissions could go either way.

Perhaps you could clarify how much of the In&Out you'd want to still be viewable when such a setting was on: header, existing submissions, submissions message(if any), submissions area.
