Kyoko, Tohru's mother, was a rather conservative giantess; she was as conservative as a giantess could get in the second half of the twentieth century. She was the sort who saw it as right to crush criminals beneath her high heels and, when she was pregnant, she would actually eat criminals. This gave her a legendary status: To some she was a towering heroine, bringing the criminal underworld to its knees; to others she was a force to be feared as she strode through city streets.
When Kyoko was mothering Tohru her criminal hunting slacked off but she still saw it as a giantess's duty to hunt crime and tried to raise Tohru in this manner. When her husband passed away she felt such remorse that she gave up hunting and, instead, saw employment in construction. She enjoyed her work with the police as a government executioner but it was a limited wage; as a giant contractor she got a better income but was a tiny bit frustrated by the delicate procedure of her work.
As giants, both Kyoko and Tohru earned a goverment grant to ensure that they could have as human a life as possible.
As Tohru grew up she showed an extremely gentle nature for her size. She was the polar opposite of her mother. While Kyoko was an experienced executioner and had difficulty with the delicateness of her construction work Tohru could hold a mosue between her finger and thumb without harming it in any way and she saw no merit in killing people regardless as to whether or not they had it coming.
In their area of Japan Kyoko and Tohru were the only giants left; they were, effectively, an endangered species. This being so Tohru could look forward to major bonuses on her living grant if she married and had giant children. The general feeling amongst the people was that if you were a giant's friend then you were special/honoured.
