So once Bart gets Maggie's hands away long enough while still tickling her. He then opens her diaper saying wow Maggie that's a lot of pee and I'm glad you didn't let me open you diaper before you were done peeing. Now lets get you changed so we can take the wet bedsheets, your onesie, and my pajamas to the washer machine and the we'll watch some TV.
So after seeing just how much Maggie peed in her diaper, he closes Maggie's diaper before picking her up to take her to her room to get her diaper changed. So on the way to her room he starts thinking, should I take my time changing her after all she did pee a lot in her diaper.
So then Bart starts thinking that what if she could still pee regardless of how much she already peed in her diaper. So he keeps thinking about that the diaper change could go either way, and then that makes hmm wonder if he can avoid getting peed on if her changes her diaper as fast as he can. When all of a sudden he's now at her changing table, and so now he either changes her diaper quickly or takes his time changing her diaper with a 50/50 chance of getting..
