Bowser quietly pondered who he should use the hat on. There was no way he'd really be able to trick someone into just putting it on themselves.There may be plenty of strange objects with eyes scattered around the kingdom, but he was sure his hat would arouse suspicion. No, he'd have to find another way to get it onto someone's head.
He could always just throw it at someone. He had some confidence in his throwing ability, and was pretty sure he could get it to land on someone's head. However, that posed another issue. He could land it on their head, sure, but what about their own headgear getting in the way? Anything they were wearing on their head could mess up his throw, and he didn't even know whether the hat would work through another hat (not that he'd even tested the hat by itself yet). That ruled out most citizens of the Mushroom Kingdom. His nemeses, the Mario Bros, were never seen without their trademark caps, and Peach and her other princess friends always seemed to be wearing their crowns. There were always the toads, but Bowser had never been able to tell whether the mushroom was a hat or part of their head.
There had to be someone. Someone who had access to Peach, or who could catch Mario off guard, but didn't have the same complications that Mario or Peach had. Then suddenly, like a bolt of lightning, it hit him; Pauline, Mario's ex-girlfriend from New Donk City. Being the ruler of his own kingdom, he was naturally aware of the goings on in the rest of the world, and last he'd heard of her, Pauline had become the mayor of New Donk City in the Metro Kingdom. Surely Peach couldn't deny a visit from a foreign ruler, right? Admittedly, Bowser didn't know whether Pauline typically wore anything on her head, but mayors didn't wear crowns like princesses did, and last he'd seen of her, she didn't wear a hat when she visited the Mushroom Kingdom for the opening of an amusement park. She was the perfect candidate.
His plan settled, Bowser began to stomp towards the room's exit. "Your highness? Where are you going?" the koopa scientist called out from behind him.
A grin on his face, Bowser turned back for just a moment, and said, "I'm going to New Donk City!"
