Move-set: Some simple attacks that can be a normal or special depending if the weapons he have has an electrical build-up. Also for the electrical attacks he either removes his gloves or sticks them into electric outlets.
-Electric pole, his metal pole becomes electrified which deals more damage and causes shock effect
-Electric pipe, his pipe becomes electrified, watch it, he can shoot from that thing, fire 'electric bombs', and the valve regulates the amount of electric output
-Electric wrench, ouch
-Electric punch, electrified unarmed attacks, ouch!
-Electric overload, Leo is completely engulfed with electricity and if you are carrying a melee weapon and that makes contact with his weapon it is going to be some awesome electrical light show (Though death is high, still awesome)
Bio: This person is far from normal as he had attained a curse of a power. He continuously emits a strong electrical force so he wears special gear to keep the electricity under control. Another thing is that this person had fought local gangs as a vigilante and actually took out the largest gang around his town making a domino effect that wiped out most of the crime. Of course this man is usually hunted down by remnants of the original gangs and most have been unsuccessful. Funny enough, the place that he had made his base was originally the base of the largest gang, an abandoned power plant which for some reason has the tendency to have intense snow storms around it.
Battleground: You would most likely find him at the electric power plant that he lives in which is now semi-operational, just be careful of flooded electrical areas.
