Finally, what is going to cause this expansion?

Biotic Storage - Samara's powers begin to increase and her body needs somewhere to store the excess energy, so it chooses her breasts.

Localized Gain - Samara finds that all of the fat in her body is going to her breasts and nowhere else.

Viral Infection - Samara gets infected with a non-contagious virus that causes breast growth.
