Ben Stone is a brilliant, young computer programmer. He spends his days with his computers. One day, the United States military contacts him. They wish to hire him as a civilian consultant in a top secret facility.
Ben flies out to Palatonga, an island in the Pacific Ocean. Palatonga is surrounded by several smaller islands, most of which are uninhabited. Palatonga itself is populated by a mixture of natives, Japanese, Australian, Peruvian, Chilean, and other nationalities but the few other inhabited islands are pure Palatongan, some of whom preserve their ancient culture and superstitions.
Palatonga is technically an independent country but only because it's too far from any other land for any country to claim. The Palatonga government doesn't have a miltary and their police force is too small to patrol more than a few strategically chosen checkpoints. Corruption is well known in the Palatonga government. It doesn't make any sense that the U.S. government put a top secret facility here but here it is.
Ben goes through customs. He hears all kinds of languages around him. Then a Palatonga official comes up to him and says, "I know this is racial profiling but our policy requires that all American civilians be strip searched to ensure your not smuggling drugs."
