The villain normally wouldn't have bothered with the Doctor. But then he found out that this potential problem had a female form. Which made things perfect for him.

See, the Doctor was dangerous not because she posed a physical threat. But because, and the villain had to admit this, even with his greatly enhanced intellect, he could be outwitted.

Having the Doctor on his side would benefit him greatly. And maybe while he was in this universe, he could do a little spring cleaning...
