In this world, Jigsaw is not John Kramer, but Joanna Kramer. She grew up always loving babies - taking care of them, loving them, making sure nothing would hurt them. As she got older, she came to the realization that there were babies who were pushing themselves so hard to become adults, even though it would be so much better for them to be pushing a load into their diaper for their Mommy to take care of.
That's how she came up with her traps. There was always a chance for her babies to actually commit to being adults, but the low success rate of her babies made it clear that they just needed to push to fully submit and become one of Mama's babies. Their families would believe them to be missing until they received a photo that gave Jigsaw her name. It would be of their loved one, acting fully infantile, with a jigsaw puzzle piece on their diaper, illustrating that they didn't need to complete the puzzle of adulthood, but only to accept that they were babies who didn't need to know anything but that their mommy loved them.
