My first thought was that this was an unusual thing for read and review. It usually gives stories and poems. But I guess it really is random and anything can pop up. My second thought was that it was highly colorful and very visually appealing. So, while I might not normally be inclined to read a random list of rules, I was intrigued by yours. Well done!

1) I think there's a space missing in this line (after the third green balloon down from the top): " A messagein the forum will announce when the contest is open for entries." The space should be between "message" and "in."

2) This isn't anything wrong, I was just curious as to which contest(s) this set of rules was written for? It'd be cool if you added that for curious people like me. It seems like it'd apply for any story contest though, so maybe you didn't mention that so you could make it work for multiple ones without having to change things every so often.
