I'm a firm believer in using contests to test a person's writing, and perhaps find publication.
Most issues of writing magazines include some information about contests, but each year The Writer (this year May 2009, pages 49 - 54} includes a section of different contests.Writer's Digest has a variety of competitions every year. A full list and information including entry fees can be found on http://www.writersdigest.com/competitions.
I'll group the contests by category: fiction, poetry, and play writing. Other categories are available, including nonfiction. Some contests require entry fees; others don't. The website is given for each. Please read and follow the guidelines exactly.
Let's look at a few of the fiction competitions first. For more competitions, find a copy of the magazine.

I haven't read your newsletter on setting goals as yet. Sure it is interesting. Writing for children is a relatively new concept for me, I'd love to try it sometime. Thanks for your interesting tips. Children, I must say, are the best audience ever. They just enjoy your writing for what it is-there's absolutely no question of being judgmental, is there?
I've written children's stories, but none of my picture books have been published, yet. We're still waiting on the illustrator. However, I've had three juvenile books published to date, and writing for younger readers is more difficult many times than writing for adults.

I plan on writing a children story/poem for a contest, thanks for the tips.
I hope you're successful.
So long for this issue. Please join me again next month.
