What makes fiction dramatic? It would be hard to pinpoint any one element that makes a drama tick, but I think that one of the central points has to be conflicting goals.
What do I mean by goals in this instance? A goal is anything that motivates a character's action or behavior. Now, to have conflict in these goals, you can do any number of things. It could be that the goals of one character are directly opposing one another, or that two characters share a goal which can only be had by one.
These goals do not have to be complex, but often the elements which create conflict in them are multi-layered. The protagonist's reasoning related to a goal could be completely the opposite of that of the antagonist.
If you are struggling with ways to enhance the conflict in a dramatic piece, try to simplify it down to the goal in your notes, and look at how the goal or goals of the protagonist, antagonist, and other characters. Perhaps the goals of each are not clearly enough defined, or may even be completely "wrong" for that character.
Now, let's see to it that the goals of your characters in conflict can lead to a compelling finish... hopefully meeting one of your own goals as well!
