What qualities of a character scare you the most? Is it their appearance, voice, actions, or some combination?
Who do you think is the scariest famous horror character? Is it Hannibal Lecter with his intelligence, suave manners, and psychological manipulation? Michael Myers or Jason Voorhees with their masks and sharp knives? Sweet little blonde Rhoda Penmark with her innocent appearance disguising the mind of a psychopath? A creature of the night, such as Dracula? A demon in disguise such as Damien in "The Omen?" Maybe your most frightening creature is a non-human like the shark in "Jaws" or the monsters in the Alien movies. Or maybe none of the well known horror monsters scare you, but someone in real life gives you nightmares.
When you develop horror characters, remember that the same qualities will not scare everyone. Some people are frightened by lots of blood and gore, while others prefer more subtle horror. Think about what you want to accomplish with your story. Do you want to shock your readers, play mind games with them, or a little of both? Depending on your story, you might want to include more than one type of frightening character.
Sometimes the evil "character" in a horror story is not a character at all. A horror story might be built around a malevolent house, tree, mountain, or other entity. In a story like this, you might want to develop a back story that explains the evil entity or just leave it a mystery.
