Storm

We had about fifteen minutes to choose a cliche (I chose "dark and stormy night," though I was also influenced "raining cats and dogs") and write a scene which described it.  I want to turn this into a real scene - maybe introduce some human characters and a plot, to make it into a short story.  I have always had a lot of trouble with plot; I've only ever really done descriptive pieces.  Any suggestions you could make would be very appreciated. 



    The pale, thin moon showed momentarily in the night sky, framed by streaks of dark grey clouds, before it disappeared again, leaving the black sky stained with thick fog.  Hard, cold rain stormed downward forcefully, striking empty city streets and pooling in alleyways.  The storm drains had overflowed, and the water began to rise past the curb and over the cracked sidewalks.  The shrieking wind whipped violently, carrying forgotten newspapers and discarded cups, soaked in grime and rainwater, passed closed up buildings shut tight against the storm.  The street lights flickered once and went out, one after another all down the street. 

    Forced out from under its dumpster by the pooling rain, a bony grey alley cat dashed down the street, searching desperately for shelter.  Spotting a broken window in one of the closer buildings, it scurried underneath it and jumped onto the ledge, racing inside to shake off its fur and find somewhere warm to lay down and wait out the night.
