Have you posted to the request review page? Have you posted again and again? With repeat requests I usually get about 10 reviews.

Offering gift points doesn't hurt. Advertise them in your review request.

Also review others. Some of them will return the favor.

There are also review forums where authors will review you in exchange for gift points or a review of their work. I find that people don't usually read my novels and I need to take them to a review forum.
