You have given some interesting questions here. I'll give some thoughts from my perspective.
When it comes to writing and stories, I have seen quotes used in ebooks at the start of chapters. There are a couple of authors who seem to like to have a quote for every chapter even though I don't always understand the connection for the one chosen. As for that, I don't see quotes too often except maybe when I search for them.
I use the quotes on occasion. Mostly, I use them in newsletters when I want to add something to a particular section when I'm lacking comments to use. While I have entered the Quotation contest, I would say that I don't use them really for writing stories most of the time.
As for preference, I don't really care on length. I would prefer to have a purpose or connection to give me some kind of reason for the use of the quote. Not sure on the misleading question, though. Maybe if it was misunderstood or used in a way that doesn't have a connection to the rest of the writing. *shrugs*
