If I'm turning a short into a novel, should I send the short as part of a query to a publisher or should I finish the novel and see if I can pitch it?
My concern is wasting time on fleshing out elements of a story that are not crucial to the complete plot detailed in the short, only to find out that no publisher will tackle it.
