I love contractions in dialogue: a definite yes.
I use occasional contractions in the story, when the non-contraction form would sound awkward.
I use occasional contractions in the narrative, particularly in first person, for extra voice and characterization.
I wouldn't lay a rule like never use them, because there are always exceptions. Do what furthers your story's message the best!
