I always thought you were really only supposed to use them in dialogue, but then I was getting tons of critiques saying that my creative writing sounded to 'formal.' So I tried making it sound less formal, but then, just the other day, I got a comment saying that my narration was too informal sounding and conversational. So I don't know any more. I just kinda write however I feel at the time, though I try to be consistent within the story. And I personally try to avoid writing out dialects in dialogue, just because it's a personal pet peeve of mine. I'll drop letters from words and replace them with an apostrophe sometimes, but I try to avoid writing something like "caint." I agree it can be a useful tool sometimes, but you have to be careful because some authors use it to death.
