plot outline vs. synopsis question

Okay so it's only taken me a year of editing and the last 3 months of hardcore editing to get my one story ready to go out to a publisher. Now I have a question - because I'm confused...

What is the difference between a ‘plot outline’ and a ‘synopsis’. I’m looking at two different publishers and one wants a plot outline, the other a synopsis. Are they really the same thing???
