That could mean many things.

Without knowing the teacher, or you, and without reading the excerpt in your portfolio, I'm guessing it's reading more like an outline than a story.

By an outline, I don't mean a list of things with Roman numerals, but more a summary, or synopsis of the what the story is. I'm taking "fill it in" to mean "flesh it out."
