I hear you. I'm coming clean, I rate high. Usually. I much prefer reviewing and for the very reasons you mention. I can point out the good and then feel better about suggestions. After all, who am I anyway? Just another slob trying to improve her writing.
Rating works better, I think, in an in-person writing class or workshop. There's more accountability and also a chance for non-verbal communications.
The few times I haven't rated high were mostly those twinges of guilt that I have once in a while, where I feel I should be honest. As in - the piece was both horribly written and loaded to death with grammar and spelling errors. I've felt crappy every time I've done it too. I'd rather just go away. (unless the person has been mean to me, [evil snicker].)
