Reviewing; Can a small piece be rated a 4 or 5?

I believe reviewing is part of the purpose and function of WDC, at least thats how I interpret it, and try to do my part as best I can. I've read a number of suggestions on how to do a good review but I am always left with this question.
If a small piece, poetry, short story, essay etc. is complete in and of itself, is presented without glaring spelling or grammatical errors, and communicates exactly what the author intended, should it be given a high rating despite the subject matter, eg: chewing gum?

When I read a piece I take into consideration what it is, what it meant to communicate and whether it achieved its goal and then rate it accordingly. If it is something where I simply do not understand what the Author intended, and there have been a few pieces, I don't rate the item.

It would be nice to know how others approach this as my average ratings seem to be higher then what is expected.
