I am aware of the current system, and, as Arwee was, I am concerned that most readers would be discouraged to review with the 'comments only; no ratings' as then they have to be emailed and therefore do not have the option to review publicly.
As for 'rating requires a review', I'm also sure that you would get less feedback with this option, which is why I use unrestricted, which isn't unrestricted actually, because you have to rate with a review.
I honestly don't understand why there is so much emphasis on rating, surely reviews are more important? Everybody rates differently, therefore they're only helpful with a review or comment to explain them. Why does it have to be a 'preference' to ask for reviews with ratings, but not ratings with reviews? Shouldn't that be the norm?
