The notations about the "comment only" system are more or less agreed. Indeed, the issues do relate to the workings of the review and rating system as it was created to include both -- but the "comment only" option was included as a fast solution for those who wanted to avoid receiving ratings. There's other issues, but I won't get into all of them.

And, in terms of joining together options, the comment only was also the option to remove an item from the public listings. Of course, a step to removing this was made when we introduced the NPL content rating (Not Publicly Listed).

The comment only issue also goes to our feeling that the public listings should be reserved for members who are looking for any feedback ... any feedback includes either a rating, review or both. Writing.Com has both readers and writers -- and readers don't often review, only rate - that's what they do since they're not writers. It seems unfair to those authors on the site looking for any feedback to take space on the public listings for people who are limiting the type of feedback they're willing to accept. The whole "beggars can't be chosers" thing...

But realistically, the todo list is never ending, so more than anything, the "why's" as to things not being implemented essientally relates to the number of things needed on the site, with the list being ever growing in nature. Given my feelings on feedback of any kind, I admit that many features take priority to fixing something that, while not perfect, isn't terribly broken.

Yes, we will change the comment-only system someday to be more review oriented, such as storing them, giving people the option to show them in public listings if they want to, indicating to people viewing the public listings which items are "standard", "rate requires review" or "comment only"... etc.

We're half way through fixing the issue with book chapters, as we entirely agree individual chapters should be able to receive individual reviews (and possibly ratings) -- though I've been half way through it for many moons. I think I had replied here to someone about that many months ago having promised it "soon" -- a soon that I've not lived up to.
