There's one chapter in To Be A God in which Rachel finds someone washed up on the beach. One of the choices is for the person to be Tara. So yeah, if you want to, you could have them in the same story.
One of the upcoming interactives may also bring them together in the same setting, but it needs more than that to be interesting.
