Once upon a time, when I actually had time to write and review, I gave in-depth reviews, but everyone said I could flay writers alive in the nicest way. I don't know about that, but I never looked to see if the author was a newbie or a seasoned writer. I simply put on my teacher's hat and mental red pen and began. I let them know what was good before I gave suggestions as to what needed work and how the writing might be strengthened.
Of course I never insulted a writer, not intentionally. However, those few who believe their words are holy might have been.
On the other hand, I've had newbies, not only on the site but definitely in writing, who reviewed my work, and their reviews showed they thought they knew much more than they did.
