It makes sense to have the 2 week rule, to prevent "merit badge pumping."
But sometimes this can prevent an "earned" merit badge from "counting", if someone (e.g. a person responsible for distributing a group or contest's award) loses track of when they last sent a particular member a prize.
It would be nice if, since there is that 2 week policy, a warning would pop up in that situation: e.g. "You awarded this member a merit badge less than 2 weeks ago. Are you sure you wish to give this new badge now?" or something like that.
