I'd say to "to each, his own". We all have our criteria of good and bad, that is not final, and is more on a personal level.
No single definitive answer exists. For someone, what my be a good poetry may only seem gibberish to me and vice versa.
For me, personally, good poetry is what makes me read it, go through all of its, feel what the poet is feelings, see what he/she sees and to identify with it on some level. However, identifying bit is optional. I have to understand the words, the feelings. That for me, is most important. Form, for me, does not hold such a great importance, feelings does.
