The "Reviewer Items" are rotated from your highlighted or recommended items. If you don't have an item in there, the system can't pull it up as a Reviewer Item.
As for the "why", there's a variety of reasons. Initially, the challenges of folders within folders within folders for one thing; make sure X deep folders all maintain the privacy of the folders above it, including when an item is moved in and out of folders... as well as the few people who've already replied noting how they use the way it's set up now. It's not something I foresee changing.
