"What a Character! : Official WDC Contest" , while not specifically geared toward novels, is focused on character development, a key component in novel writing. Also "Hook Us!" is a site contest that targets novel writers as well as those interested in creating a book of collections such as short story or poetry. I'd also like to suggest that any of the contests that request short stories as entries could be entered with a segment of a novel, whether a scene or short chapter. The author would just need to tweak it a bit to make sure it could stand alone. Many Nano participants entered the site contest with a short story based on a character or scene from their novel. So while the contests aren't geared toward novels in particular, they do allow aspiring novelists to use the the prompt to enhance their novel and potentially win a prize in the process.
I'm not sure if we will ever specifically target a novel as the focus of the site contest prompts, but I do hope that novelists use the prompts to develop their stories and explore other aspects of their characters while writing the novel. Thanks for the suggestion!
