Per SM's responses to your post in tech support, "Re: Edit option "  Open in new Window. and "Re: Edit option "  Open in new Window., the Item Tools menu should be back on mobile view as of Sunday evening. If it's still not working for you, I suggest you reply to his second post with details. In the meantime, you can use the suggestion he gives in his first post.
