You're not required to upload your photos, but if you want them in electronic format, this is what I do: I take a photo with my phone and upload them to wherever I normally upload photos (Facebook, Google+, Flickr, etc). Then I just put a link in my portfolio to the photo. WDC has restrictions on file sizes and formats that makes it hard to store images (plus, you have to be upgraded to even do it.)
Here's an example of how I uploaded my photos to Google+ and then linked them in my WDC notes: "Druid Fortress" (scroll down to the bottom, you'll see the links.
If you have a smart phone, it's practically instantaneous: Snap a photo, click "Share", choose your destination (in this case, Google+). If you don't have a smart phone, you can still take a photo of it and upload it to a website that is photo-friendly and just link it in WDC.
