I review stories that I like and those I don't. It is possible to give a supportive, kind review alongside a rating of 1.5 stars or something. The key is to make sure to say some good things and be kind when suggesting changes. If the rating isn't 5 stars, then the piece isn't perfect. What could be better? If it's a two star review, there must be something good about it. Balance is a good thing.
You might gain some inspiration for your own reviews by looking through reviews that other people give. Try the "Public Reviews" link on the bar to the left. I like poking through there sometimes. hehe
I don't necessarily think that there are bad stories... but there is definitely bad writing. It can be improved if people keep an open mind and accept criticism of their work.
