I've considered adding this before but just never got around to it; it's buried in the todo list.
I don't actually think it'll be all that hard to code... and it could indeed be a useful tool in getting people to review. Of course, there's the little issue of the first few posters to an In & Out. For simplicity there, I think I'll make it not go into effect until the IO has a full page of posts.
