When something doesn't behave as you expect it to, it's best to ask about it in Tech Support first, to address the possibility of user error or a bug. If it's not already a feature, you will be directed here.

When you return to a draft, the text box below the saved email is labeled Reply to this email, hence the >'s. That is not where you make changes to the saved email.

To make changes to the saved email, you click on Resume above the saved email, and it opens the compose email page again, without any >'s .
