I really like the idea of doing a collaborative story with a total stranger. I think it would be a good idea to create a forum dedicated to matching folks with similar interests (genre-wise, I'm talking). For example, I already have a partner for August, but I'd love to give it a go with someone in September. With a forum dedicated to something like that, there might be less 'match-making' on your part. In fact, I'd commit to collaborating on a monthly basis with someone different each month.
One thing I really think you should consider, though, is the word count. 1000 --- or even 1250 -- isn't many for even one writer - let alone two! Even though I know it places more of a burden on the judge(s), I think you should consider expanding the overall word counts. 500 or 625 per author is too restricting, particularly when the story is split...
