This wonderful writers community thrives because we all want to get feedback on our stuff, so we all give feedback on other people's stuff. If you want to be read, I highly suggest you start off reading other people's work and writing reviews. I've also found that my writing has improved though exposure to other people's writing and I've been able to challenge myself to write reviews in such a way as to communicate succinctly what I'm trying to say, be supportive, and also be critical all at the same time. Like any good community, networking is key - get to know people and let them get to know you, and you'll find people are happy to beta read your book.
As a newbie, you may find this place overwhelming and confusing. We've all been there! A couple really great newbie forums are "Invalid Item" and "Invalid Item" .
