Personally, I believe the best way to achieve the most accountability and productivity would be your idea of one chapter at a time. I've been in 2 novel workshops that post the entire work and you simply review and wait for reviews, though it does work, I feel that it's not the most efficient method.

Since we're all here for "Long Novels" I think 1 chapter at a time is more than enough to get the process started at least.
