It depends on where you send your manuscript. To the old-fashioned, brick-and-mortar publishers: If you are going to send it to such a publisher, make sure your manuscript is perfect in every way and is printed out on a good quality paper. You put in a cover letter, talking about who you are and what the manuscript is about. Make it short. Who you are, your qualifications, shouldn't be more than a sentence or two, and the info about the manuscript shouldn't be more than a paragraph. Then, find out the name of an editor or the chief editor of the company and send it to him. If you send it just to, "to the editor of publishing house X" the manuscript's chances of thrown into the slush pile will be 99.99%. Then wait for months. If you're lucky you'll get an answer. I'm not that qualified to answer your question as to the e-publishing houses. Your best chances are with Amazon. Ask them. They help a lot. So does Lulu. Also two people in WdC (to my knowledge) have their own publishing companies. Or you can search online for other small e-publishers. Or you can publish it by yourself, but that will be very difficult because you'll have to do everything yourself. Anyway, you'll have to do some of the work as to advertising and cover design yourself with all the e-publishers. Or you could get an agent. Writer Digest's October 2016 issue has information on a lot of issues concerning agents and submissions. The agent will know better what to do. There's a new book, 7 Secrets to Winning in Self-Publishing in 2017 by Alinka Rutkowska. I didn't read it yet, but it might be a good idea to look through it.
