You're already able to block someone from posting in your Notebook or adding comments to your notes in the newsfeed:

With a comment, click the X at the upper right of their comment, check the box for Block member from posting again., and click the Remove button.

With a note, click to open the arrow menu in the upper left corner of the note, click the Remove note option, check the box for Block member from posting again., and click the Remove button.
