I always reply to reviews. If someone has taken the time to read and review something of mine, then it's the least I can do to say thank you. Sometimes, it's not so easy. Really negative reviews are the toughies. Sometimes, I leave it for a couple of days, so that I don't respond in anger. But I do still respond, even if it's just a, "Thanks for your review." For reviews that are pure nasty, with no intention of being helpful, I sometimes thank them and suggest they take a reviewing class.
This said, I really don't mind when people don't respond. Except for the reviews I spend over an hour on, going through everything (good and bad) and making a ton of suggestions. When I spend a lot of time and they don't even acknowledge it, that kind of annoys me.
I guess some people don't reply because they are upset with the review. But if that's the case, and they are that touchy, then they shouldn't allow reviews on their work. I think it's also true that a lot of people don't have the time to reply to every, single review. It is time consuming, especially when you have a lot to go through. As I said, it doesn't really bother me. But it is polite.
