There's just too much incentive to cheat for both of those if we award anything for them. Lots of folks already create very short few word interactive chapters with things that help get past our branch limiting. Few word chapters are terrible and there's no reason to incentivize or recognize the number of chapters someone creates. Same for forum posts, you can post an unlimited amount of 5 word gibberish posts and that's not helpful community participation. People that positively participate in forums tend to naturally just earn merit badges from their participation and the folks that appreciate them.

We do give the review 100 for 1 because there is a strong focus on reviewing here; it's literally the most important community action on the site. Plus, there is a limit to how much one can review (it's based on the number of items available) and we also hold reviewing to a generally higher standard -- that is to say we actually delete accounts of those folks caught cheating the review system or produce complete junk.
