It sounds like you might not have read the documentation in Community Recognition from Writing.Com 101 . Reviews do count, at the rate of 100 reviews / 1 CR.

In addition, have you seen the Achievement Merit Badges, which were announced this morning via email?

They will count toward Community Recognition. It's been noted there will be a way to view them from a member's Community tab. Right now you can view your own page, and (temporarily) see those MBs at/near the top of anyone's MB listing. Looking at those particular MB's would be closer to seeing the kind of information about community activity you're looking for.
