Ah, now, those Achievement merit badges do make a difference. Thanks for pushing me to investigate them more closely.

A bit odd that I appear to have had to click the link to actually get them, and they haven't affected my CR total yet (I understand that might take an hour), but yes, that's much more like it.

I still think the anniversary bonus is too high, but the Achievements go a long way toward fixing the CR system.

I think, if I was designing it, I would put a level between 1st and 100th though - maybe at 20? When you're just starting out 100 looks a long way away.
