Hmmm. Maybe you're expecting CR to be used like it is on other sites? For it to be "worth" something?

On this site, CR doesn't determine what you can or can't do -- it's not a gate.

People come and go as they have time. If you want to know if someone's active at the moment, you either remember seeing them around or you check their last-on date and their recently modified items/etc.

As far as "full citizen" goes, everyone's rating stars are counted the same. One can be a complete newbie at one thing around the site and be a recognized expert at another, no matter how long or short they've been a member -- it's more a matter of do they know how to do the thing in question, and have they proven themselves reliable in the past, which is word of mouth and/or their paper trail.

From the other end, if someone chooses to be active, they get involved in something that interests them, figure out how it works, and find their like-minded people and a place they belong that way. Different solutions for different folks, and no lockstep one way to do things. Everyone decides for themselves what they want to get out of their on-site experience/etc. And if they have trouble finding what they want, they can ask where/how to find it in "Non-Technical Support Forum"  or "Technical Support Forum"  depending on the topic, which are monitored by whoever's currently active and knowledgeable.
