Characters: How Many is Too Many?

Iā€™ve jumped a little ahead here, but Iā€™m working on the Dramatis Personae (If Iā€™ve spilled that correctly, itā€™s a miracle!) and I was curious about number of characters. Iā€™ve read a variety of things online. Ranging from fewer is better, to the more the merrier. Whatā€™s your opinion? Iā€™ve read that this varies by genre?

Also, out of those characters, how many should be full in-depth characters with an arc and their own story and such things?
