It's seriously so shitty that you guys are having to live like that. It's completely unreasonable. It didn't make sense to me until you mentioned poverty/race. If this guy was causing a major scene and screaming at people like this in a wealthy area, the police wouldn't just be brushing it off. I know that because I did have a meltdown in one of the wealthiest areas of my city and the police were there like stat to haul me away.

I wouldn't be surprised if the police didn't even take the guy to get a psych eval because 24 hours is such a short length of time. Plus, they would have kept him longer to get his meds balanced out since he's clearly got untreated schizophrenia and is having active paranoid delusions. I'm not trying to shit on your neighborhood or anything like that, but in some areas, they just pick people up and then release them as like a temporary fix.

What do the cops say when you call them? I don't really know what you can do in this situation. I live in an area of the city where if you call the cops, they show up within literally 5 minutes and very aggressively try to eliminate whatever the problem is. I do know in certain areas of the city though, the cops will take longer to show up and when they do show up, they act like they don't really give af about whatever is going on.

Is your neighborhood under HOA by chance? If so, you can check your contract and see if there's anything in there about threat from neighbors, noise disturbances, etc... If you can raise the issue with them, they can raise the issue and maybe have a bigger voice.

Other than that, I'd just keep calling the police every single time it happens. Try to get together with your other neighbors and coordinate so that you're all calling the cops at the same time. If one person is calling the cops, it's one thing... If four people are calling the cops at once, it's obvious that there's a real disturbance.

Hopefully for his and his kid's sake, the police will start taking it seriously, because what the fuck.
