Ya, that OCD term gets thrown around a lot. I have some OCD characteristics, like my counting things for self-stemming, or my cleanliness standards for the kitchen and bathroom, but that doesn't mean I have an OCD disorder (at least I don't think so). The cleanliness standard thing comes from having to live in filth when I was a kid.
I'm not really sure if your description is mental illness or not. Although, it is a bit obsessive. I don't really think it is odd to clean or organize for a few hours a day. I go through stages where I get obsessive like that, mostly when I'm not working, but I wouldn't call it mental illness. I guess the important word in that sentence is "sometimes", rather than a trait that consumes my day to day functioning. If it isn't bothering them and it is something they enjoy, then I'd say they need a job where those qualities are beneficial. At least they'd get paid doing something they actually like doing.
